Idle time is checked when the notification first appears. You will  
never be able to make a notification sticky via idleness by performing  
an action using your mouse or keyboard.

  If you want all of a certain notification to be sticky, change it to  
be set to that via Growl's prefereneces.

  If you want all notifications to always be sticky no matter what,  
you can't, and I don't believe you really want that anyways.

Also, what nofication style are you using?
