have the same problem and have been trying to solve it for  quite some time now. ISC is the usual suspect, but I have tried several ISCs supplied by a japanese surplus supply shop here in manila but to no avail. Cleaned the throttle body, changed my air flow sensor, adjusted the tps, BISS, and accelerator cable screw  ... nothing worked.
 
What partially solved my problem was to rewire the auxfan motor which turns on at the same time with the A/C compressor and have their relays separated. Partially i meant when the A/C compressor turns on, my RPM still drops dramatically but after 3-5 seconds, it regains to about 950 rpm.
 
I read in one of the lancer gsr forums that a leaking intercooler could be the culprit. Might as well have this checked.
 
Next in line for me to check is the wiring from the ECU to the ISC coils and a/c compressor relay also in the ECU. Easier said than done though.
