Yeah my car had the same problem with the cracked intake manifold gasket
(before I owned it, but I was working on it at that stage :) ).  It caused a
rough idle, not necessarily that low (the stepper motor was compensating a
bit).  The idle speed should never get down to 500rpm with no load on the
engine (even with a crook stepper motor).  Sounds like at minimum you need a
base idle adjustment.  The stepper motor could be carboned up and it's run
out of adjustment.  The best way to know for sure that the stepper motor is
buggered is a resistance check (quite often they're replaced when they only
need a clean and a base idle adjustment).
