I know all about the Fed regs on headlight modulators, and not to brag, it
was I who got the state of Maryland to see the error of their ways and allow
the rest of us to use them (modulators) here without fear of a ticket.
However I don't know that the Fed law pre-empts anything, UNLESS you are
using a modulated headlight. I believe it is still illegal in Maryland to
use your high beam during the day if it is not modulated. On the other
hand, I've been riding over 25 years, most of that time with my high beam on
during the day, and no one in the constabulary establishment has ever said
"boo" about it. I'm sure we all know that there are lots of laws that
aren't enforced for whatever reason....
