I should have said "under certain circumstances high beams are OK (when
approaching head on traffic is less than 500 feet away or when traffic being
followed is less than 300 feet away.).  That's the law in Maryland.  I also
tell my students that it is they're butt, and they need to do whatever it
takes to increase their visibility to others--like riding with their high
beams on during the day.
