reference designator(the alphanumeric label next to the component) for this

Is there any identification on the part at all? You could contact a sales
rep at an electronics manufacturer. Or better yet contact the manufacturer
of the PCB and give them the PCB number and reference designator. If you
can make contact with someone they could probable give you the component
information.

PS: Yes, it could be an atmospheric sensor, such as an altitude meter. In
any case, it looks like an analog device
of which a relay is also. As for the glue stuff, I would go with your
suggestion that it damps vibrations that might
occur between the PCB and the part. Its not that you need to damp out
vibrations, but rather the difference in vibration
between the components. If everything vibrated in perfect harmony you would
not have much of a problem.
