You used the past tense! Your 1994 was surging at parking lot speeds. How
was the problem fixed?

Yes. My 1994 was surging at parking lot speeds.
Could've been my specific ECU. Otherwise I just don't understand how some
bikes surge while some
bikes don't (Did someone mention a 1994 that does not surge
or am I hallucinating?)
Having seen enough computer accessories that do not work or are
flaky (NetGear network cards, no-name memory, etc) I would not be surprised
if there was some
problem with production of ECUs and some of them turned out
fine while other ones are screwed up.
There is a similar problem with Regulator/Rectifier unit on VFRs. Noone
seem to know why some bikes fry R/Rs regularly while other ones seem
to work ok without frying an R/R.
