Gentoo, Asahi Linux and a few others (https://codeberg.org/brib/slopfree-software-index#operating-systems) do. Of course they're subject to that which the Linux kernel and other components bring, but they do not accept any directly. Some other kernels have also banned it, like IronClad (https://ironclad-os.org/contributing.html#artificial-intelligence-ai), so supporting them in those distributions would be interesting. Some of the BSDs too, if you don't limited yourself to Linux distributions. I am quite disappointed to hear that Guix has failed to do as much.
