I generally agree with Volker, but there is one more point: There are fields where the military design/testing/production/deployment cycle cuts them off from the latest civilian, off-the-shelf technology.
Compare the components of a modern mobile phone and a current-issue military radio. Sure, the radio is more rugged and more reliable, but which is more modern?
