You know, I'd heard the same thing, and my resident gunbunny agrees with your documentary. The way it's been explained to me is that not only are the fibers stretched, but the warp and the weft of the vest are distorted, going from a regular grid to somewhat higgledepiggledy, if you catch my meaning.

Perhaps we're thinking about the older nylon vests, not the newer Kevlar ones? That would certainly be one of many good reasons why Kevlar was adopted so quickly, if this is the case.
