Hmm, really? That's the exact opposite what this documentary was saying. They were saying that at most two shots, and the second was not guaranteed. That one shot tended to disrupt the (forgive the term, I'm a Trekkie) structural integrity and make the vest somewhat useless to stop further shots.
Body armor is rated for the power and number of shots it will stop. Other than class IV, every NIJ armor standard requires withstanding multiple hits per panel. Shots do damage vests, but the weakening is usually only significant within a couple inches.
