looked at the difficulties in developing a bulletproof vest that could 
effectively stop more than one shot-- that is any shot on any part of the vest, 
not necessarily even the same place.  Has that changed at all?

Just about any vest will stop more than one shot; just because a vest stops a round, or a round punches through it, doesn't mean it's lost it's protective value. In the general area where the impact occurred it may loose some of it's protective qualities, but the vest is still viable. At the end of the shift, however, I'd certainly turn it in for a new one.
