I'd say a cyberpunk proper background has a certain flavour, like say swashbuckling has a certain falvour. Not everything involving rapiers is swashbuckling proper. But you can have swashbuckler proper campains with a wide range in historic accuratness and cinematicity. Plausebility is independent of cyberberpunkishness, unless someone comes up with a compelling reason why some element neccessary for cyberpunkishness is in itself unplausible. A plausible timeline to a cyberpunkish background is a good thing and i prefer backgrounds that have that. But if it lacks plausebility but keeps falvout it stays cyberpunk though it's worse cyberpunk. If it stays plausible but looses falavour, it stops being cyberpunk but now is good generic sf.
