Now, the reason you are stuck at only 2% is harder to guess. There has to be some evolutionary disadvantage associated with the magery gene, or you'd eventually wind up at 100%.

I've entertained the notion of a gene that grants Magery when someone has one copy of it, and is fatal when they have two. That provides pressure against it becoming universal. Variations could include it only sometimes being fatal, and so on.
