Right. Regular spells /immediately/ affect a space, with whatever's in that space possibly resisting.

This is not quite right. There's always a penalty for spells cast without touching the subject, but it's only Area spells where a volume of space is the the subject. (B239, 1st column, last there paras, 3rd column, last two paras).

So just waving your hand or Staff through a victim's hex is worth a -1 to the Regular spell you are trying to zap them with.
