So, for Regular spells, the distance penalties are as follows:
0 yards: -1 (i.e. close, but not touching)
1 yards: -1
2 yards: -2
3 yards: -3
It's more like the partial yard rounds up. There has to be a penalty for
not touching for the rule to make any sense, and otherwise no casters
will bother to risk touching subjects.
