One way to look at this would be a small sailplane with the 
passenger in a harness crew station. Performance with the 
little wings and bulky payload would be marginal for a 
sailplane, but possibly better than a parachute.

Some rough numbers: 

Call it a 300-lb. aircraft with a 6-sf body, two 12-sf STOL 
wings, a harness crew station and fair streamlining. Drag 
is 35, glide speed is 100 mph, stall speed is 40 and the 
glide ratio is 6.25 (all using VXii). 

The 30-sf airframe with a little composite armor should be 
possible at 50 pounds or less, trading cost for HP and DR.
That leaves room for the parachute (cribbed from UT or VE),
a little oxygen (again UT) and the operator. 

Basic stealth might be possible with a generous reading of
Vehicles, too, especially at TL9 weights.
