How about a Hurricane?
The level 12+ effects of the Wind spell on p. G26 (3e) are all "Hurricane".
It's an Area spell and 1FP will get you a 50 hex (150') radius, and 100
hexes (120') high up one level (with levels 12+ being "Hurricane").
Since the spell takes 1min to cast, you'll need some speed enhancements,
and probably some reduced energy modifiers.
