Well, lots of explosives rely on the atmosphere to provide concussion. No atmosphere, and concussion is limited to what the explosive produces. Also, lack of atmosphere means there's nothing to slow down fragments. I don't know if it's enough different to be a separte skill, but I'd certainly asses some bpretty big familiarity penalties. I don't know if limiting it to vacc suit or Freefall makes sense, or not.
