No, but a double hull gives your internal systems and crew a margin
before they need to worry too muc about hydrogen inflitration.  If
you're making shortish trips, you probably don't even have to worry
about scrubing it out.  Just vent to vacuum when you get there.

Don't traveller ships have magic force fields that make this pretty irrelevant?
