Reminds me about "The Green Odyssey" by Philip José Farmer, which does
have wheeled sailing ships. There they have a flat grassland, that stays
that way, because robots left over by some sort of ancients still make
everything flat, unless objects like that are excluded and may stand on
the plain.
What about pebbles instead of sand? That should not make dunes, and
propably you get less friction too.
