I want to go with the rules and stay reasonably realistic. What
is the terrain VE152 type for a stretch of pebbles? Hard? Open?
Broken?

Open says packed sand is covered, while larger rocks are likely
broken.

You won't get round pebbles without plenty of water and wind, I
think. The alternative for dry worlds is Mars-style dust.

I have TL9 available if necessary, but I'd like to see the 
Sandjammers at a lower TL -- relics and recreations from

I take it that you're strongly suggesting to take wheels?

I was worried about things like stopping in a depression and 
ever getting enough speed to make the next crest, without the
benefit of a running start.
