Dispel Magic definitely doesn't seem to be intended for combat time. Not without lots of skill to reduce the time required, anyways, or making it into a magic item with Speed on it.
Counterspell can scrape off one hex of an area at a time, I think. But it has the same problem as Ward/Great Ward. GURPS Magic is really short on universal-defence spells - I'd rather a Thaumatology roll to hit unknown spells than a blanket prohibition.
