But yes when you have empty seats and staterooms, you got to do something with it?

A configuration that allows for fast change from state room to cargo?

Compartmentalized or like how trains do it, with one the engine and add an engine as you have more cargo (people are cargo too) and add a car to the train, depedning on safey and like issues. Passenger up front or back? or what you like going thru when the train/ship comes to a crashing stop?

Cruises yes are more specialized, but ...they still carry cargo, just not as obvious or as mch as a dedicated cargo ship.

DEAD HEAD the enemy of any business that carries things, or why go all the way to the planet when it costs more than the money your going to make going back or to the near by place?

I drive cab, or normally do, and we often charge a surcharge to recoup the price in time and gas to go out to a town near by, cause many times they don't come out, cancell or its a short distance and why should I burn 4-6$ in gas and be out of the normal loop (might be busier in town) for a short trip that makes maybe 5$?

Talk to a long haul trucker about dead head. Or why airlines also carry mail and like items, it defrays the cost of going to a town where they might pick up 10 people in the off season, that cost more than the combined air fare for the 10 people.. And you might go out there but then come back empty?

Second, I was wondering why I keep thinking of cargo haulers and
not passenger liners when I think of big, commercial ships. Most
freighters have a little passenger capacity, in the tradition of

to carry cargo. I can think of several reasons, some good and
some bad.

Another: you have to be _nice_ to passengers. You can't walk around with
power armour and plasma rifles.

I think that if I were running a game in this sort of setting I'd look
at PCs as one particular subset of the crew - _maybe_ the bridge crew,
but maybe instead the black gang working on the engines or the stewards
on Deck 7.
