A steampunk motorcycle is going to be marginal, especially if it must carry a stoker. Is it worthwhile to build something with the weight of a motorbike and the power of a motorscooter? The performance formula in 3E Vehicles gets funny for low power to weight ratios. (A handful of other steampunk vehicles are coming up for Susan. And a robot for Hal.) Still no breakthrough on the dragon carrier. A full rig and a flight deck simply don't mix. Maybe a large first rate, with the upper deck enlarged and without guns. The sails are handled from the spar deck, above. The effect would be roughly like the turrets on HMS Monarch: http://en.wikipedia.org/wiki/HMS_Monarch_(1868) Launching and landing dragons would be somewhat like landing on the Galactica -- you aim for a big hatch and decelerate on the cleared deck behind it.
