I have not looked at the numbers and have no experience with it, but how about making a steam/flywheel hybrid motorcycle?

The standard modus operandi would be to first start up the steam engine and power up the flywheel to maximum. Then you operate it on both until you run out of fuel.

You will save weight and volume for the fuel tank that way. While this is AFAIK out of the scope of vehicles, you might put some breaking energy into the flywheel as well, like hybrid cars do, and increase your endurance with that as well. You could have pedals or a similiar mechanism to power the flywheel for emergencies, if your fuel runs out.

You'd have a vehicle, that requires much preperation to use optimally and that can be used in different modes dependent of the situation and would require stats for all thoose different modes. (steam engine + full flywheel, steam engine with empty flywheel, full flywheel without steam engine, all of the above with pedaling added, used only a bycicle with neither steam engine or flywheel powered up)

A GM can construct situations, where picking the mode might not be trivial. You don't have time to charge the flywheel before you go. Do you use the short road, that starts uphill, or do you take the long road, that first goes downhill, allowing you to charge the flywheel on the way? Or maybe the pcs have to guess, which way an npc will take, who is in such a situation.
