I think you also have to add the "punk aspect" of very high-tech (for the victorian) mods added because they are fashionable and new - not necessarily useful. Often prone to unexpected effects. Example: "We added the newest top of the line experimental navigational system." -> the first time it's turned on it fails, or moves the vehicle to another dimension, or leads the vehicle somewhere random, or tend to only be useable as long as you aren't near X item... ie iron. (Depends what fits with the world). Basically the inclusion of glitchy, experimental but fashionable equipment. -Sue
