I'm not saying that it is wrong to go for TL5+n, but one should keep in mind that TL5+1 is a special kind of TL6, not a special kind of TL5. According to VXii, you can get quadruple expansion engines at late TL5. Us them to power a supertanker or a battleship, and you have an awesome collection of steam pipes, cylinders, levers, and gears.
