Would it be possible to put a lifting gas container under the hanger deck 
level?  That would cut down on the amount of rotor/fan lift you need.  Also how 
about mounting the fans or rotors on outriggers so that they are away from the 
flight deck?

You can adjust power to weight ratios, lift scales (power)^2/3 * (area)^1/3, 
but you probably want lower power levels to cut down on turbulence. You could 
put a cowling over the main flight deck, but then you don't look like a proper 
helicarrier.

You just need enough air headed downwards, well enough balanced that you don't 
flip over.
