Stargate), why bother with inhabitable ones?
For less restrained industry / dumping / weapon testing / shipyards /
across enemy lines?

Only if the system requires relays.

Hamilton probably had it right -- if you want to move high
amounts of cargo, use trains.
You reminded me of a plot device where the heroes had to try to stop a
runaway train the computer of which was taking it through gate after
gate (it couldn't be allowed to crash as it held some explosives and
priceless treasures). The gate was not much wider than the train cars
(or built vice versa) so they had to duck between cars to fight the
baddies they were racing to the Treasure(tm)...
