a few troops on the ground may be stealthy, but they are also limited
to a small area around the gate. Of course a setting with gates could
function that way -- people live near the gate, and if that area gets
too crowded, they go through the gate to the next world, not over the
hill to the next valley.

That would also mean that facilities on the other side of the globe
from the gate are effectively off the map. Nobody "sane" would search
such a large area. (That could explain the impact of the humans in
the stargate setting -- Earth was fully populated, most other worlds
are just a gate, a town, and a Goa'uld kingpin.)


Or you have many gates on the world. If the place is interesting someone has put a gate there. This does deviate from the SG look and feel
somewhat though.
