Testing equipment in extreme climates? Enviro suits for instance. New tech to terraform planets? Some place on planet might be habitable? I once had silicon life forms that floated in the "air" due to helium/hydrogen gas pockets and their structure being not solid but pourous. And the local lords built their cities on top of them.
