I'm not sure if this works. Who is the audience of the conspicuous
consumption in manpower?

* Would a low-tech peasant be more impressed by a floating chariot
  with pull ropes or by one without visible means of propulsion?
* Would a System Lord be more impressed by a fellow Lord who shows
  that he has a dozen slaves to spare, or by one who can keep high
  tech gadgets operational?

If a System Lord wants to flaunt wealth, why not recruit and arm 
more soldiers? Or have plenty of servants where the human touch 
really matters, like personal service? And on the game level, if
the heroes should be captured by the Goa'uld, would it be more 
fun to have them in the garage cells or in the main palace?

Frank Herbert gave the perfect explanation for propulsion-less 
grav floaters -- allow peasants to move produce without giving 
them personal mobility beyond walking speed.
