Vehicles have heavy-duty force screen generators with more DR than the physical armor. If the weapons generally don't do enough damage to penetrate the screen plus armor, they have to batter the screen down with multiple hits first. A bad thing for the fighters, a good thing for the setting. When the screen is down, they can ask for surrender.
