Professionals have an institutional memory; they document what worked in the 
past and teach it to the next generation. Knowledge may be lost if the old 
stuff is inferior to the new, that leads to stories like "we don't know how 
to make these old blades any more" -- yes, but we make even better ones.

Even if the Evil Overlords use contragrav, they will still have to worry 
about mined landing zones, so there will be a countermine doctrine. A 
better comparison is assault river crossing. For a contragrav force, a 
river is no worse than a cleared runway. They don't need bridges and 
pontoons, so they don't teach using them any more. 

What could happen is that people don't see all the implications of their 
new tech. Consider WWII with the Japanese A6M Zero and Ki-27 or the Italian
Cr.42 -- agility at all cost, where firepower and toughness would have been 
a better idea. (As it happens, some of my vehicles for the Evil Overlords 
are going for speed at all costs. More ordnance would be smarter.)
