In a TL 8 game world, snipers can rely on much greater accuracy through technology. For example, the automatic system used by TrackingPoint http://arstechnica.com/gadgets/2013/03/bullseye-from-1000-yards-shooting-the-17000-linux-powered-rifle/ is very, very good. Automatic calculation of wind, range, temperature, barrel wear, etc, can make each shot nearly perfect, to the limits of the barrel and the ammunition. A servo mount can eliminate hand shake and allow shooting while behind cover.
