Next step of evolution or in the case of Europe and like c.1300, a place to
hide out persons to close to the political, such as a spare royal heir? Just
in case the current one dies and they need some to replace them, especially
one not on the home planet/city that is now cinder or like?
Or just a place to park persons accused of things or a sort of hostage
taking, you pay the ransom aka fees and fines and we let them go?
