Not sure about the GURPS rules, but if "short range" is not much closer than a half light-second, high acceleration drives should be able to generate a miss against beam weapons. If the fighters can jink hard enough the larger ships will have a very hard time hitting them.

All the fighter has to do is be able to change vector by its own length in the time between radar return and beam weapon arrival. If it is 40 m long and the range is 150 Mm that means it needs accel of 40 m/s^2

As distance decreases necessary accel to dodge increases.

At a range of 50k miles, the round trip for one-way lightspeed sensors and one-way lightspeed weapons is 0.55 seconds. The acceleration to generate 5 m displacement (the fighter diameter, not the fighter length) is about 3.4 G. It gets worse if the sensors are FTL radar.

The starfighter can probably accelerate that much, but generating that much sideways movement in random directions will shake the cockpit badly. It will also reduce the ability to accelerate towards the target. A dodging fighter concedes the initiative.
