What sort of volume does your border enclose? If it's, say, ten
million miles radius, a big emplaced radar and interceptors  seem like
a better bet than a lot of patrol boats with shorter-ranged sensors.
If it's the size of a solar system, the job becomes very difficult:
there's loads of stuff to hide behind, and the number of patrol boats
you need becomes enormous. Loads of unmanned satellites with active
radars are a better bet, if they can be afforded. The third dimension
in space and the absence of a planet's curve to create a sensor
horizon make this very different from borders on a planet.
