Many early destroyers reached their contracted speed once, on the measured mile with crack crews and hand-picked coal. Torpedoes from surface ships had an abysmal hit rate. That means this fictional 1850s or 1860s ship is comparable to a 1900s destroyer.
On the other hand, a 240' wooden hull with a 12:1 length ratio is going to warp in a hurry, perhaps even on the stocks.
