Surviving a hit from a TL10 or TL11 tank would be close to
impossible. But there are categories to consider beyond
outdated/civilian weapons ...
* Armor against the point defense systems of modern AFVs. Force them
to use serious guns rather than flyswatters.
The suits or grav bikes would behave somewhat different then missles.
The first stay at some distance and shoot at you (possibly even with
missles), while the latter try to get as close as possible to you as
fast as possible.
So propably point defence systems are not really optimized for
shooting at suits/bikes. Especially if they go for High ROF Low
Power, they practically will be more like area effect weapons.
Yes, that low power was why I mentioned point defense first. The
systems would have some power in order to get a decent range, call it
10d(2) or thereabouts. And missiles are small, fast targets, so
anything which can hit them might do well against low-and-slow targets
as long as there is LOS. DR 100 would be good against that, and
against fragments as well.

Due to the old laser autofire rule, a full hit from a 20-round burst
would go through 1,540 points of DR (VE177, VE196, B120). A point
defense gunner (gunnery program?) would be trained to fire four 4-round
bursts with the walking the burst rule (HT76) to engage two targets per
turn, which go through DR 308 on a full hit.
Going over DR 300 is possible for TL11 powered armor. Of course any AFV
could mount a larger weapon, but that would start becoming a "coax MG"
rather than a "flyswatter."
