first stay at some distance and shoot at you (possibly even with missles),
while the latter try to get as close as possible to you as fast as

So propably point defence systems are not really optimized for shooting at
suits/bikes. Especially if they go for High ROF Low Power, they
practically will be more like area effect weapons.
* Armor against modern "rifle-style" weapons carried by unpowered troops
(i.e. in the 10-lb. range).
Depends on how much that costs. I guess armor against a high powered
sniper riffle with some sort of armor piercing ammunition would be
difficult to achieve. But propably you can force your enemy to use some
ammo, that is in other situations suboptimal, or use riffles that
sacrifice ROF for power or something like that.
* Armor against modern "underbarrel-GL-style" weapons carried by unpowered
troops. Force them to expend LAWs.
I would put grenades under area effect weapons.
If the sensors are designed to overcome TL11 emission cloaking and stealth,
would a bit of rubble be enough to hide?
Rubble by itself no. But there might be still active powerlines and other
utilities infrastructure, emergency power generators, civilian vehicles in
various states, buildings that are still in some sort of use or an other.
All of thoose will be detected by the sensors and you propably have a
chance to pretend to be one of them.
