my advice would be to stick to XP, better still, XP Pro. Vista is still in its infancy and I for one wouldn't touch it with a barge pole.
I think Dell still supports XP Pro on its business machines.
Vista is extremely resource hungry. If you chose XP you wouldn't have to spend much on the hardware for an impressively fast system.
