I'm sorry to bang on about this Jared, but now you've misunderstood what
the issue is. You say below that if Window Eyes users go in to Browse
mode they'll get the descriptions that go with the radio buttons or
check boxes. But that is precisely what I'm not getting.
I'm using IE9, the latest version of WE and am in Browse Mode. But I
don't get these descriptions unless I turn on the field set option in
the Verbosity, Browse option in Window Eyes Control Panel.
If I use Fire Fox, there's no issue at all.
I've been trying to wrack my brains to locate a form where Window Eyes
does in-fact read the descriptions/questions in Browse Mode and the only
one I've come up with is a short one on the RNIB web site

Here the question is identified in Browse Mode before the radio buttons
and without having to make any changes to the verbosity settings. I
guess the question is why.

Certainly: if there is a glaring weakness with Window-eyes, GW need to fix it,
but they don't need a potentially vested interest in another company to use its
list to trash them.
I don't think I have been "trashing" Window-Eyes. As I have done
several times in the past, I'm simply trying to document the issue and
inform users that if they encounter issues with standards-compliant
checkbox and radio button groups, that the issue is likely with
Window-Eyes and that they will need to enter Browse mode to find the
relevant descriptions.
It seems updates to Browse mode may be coming in the future, so
hopefully it will be addressed with these updates.
