Try, going to verbosity >, browse mode >, links >, then I tab to "speak visited links", and set that to yes with the up and down arrow keys.

Couldn't you just turn off the option to read visited links and Oh wait I think I see what you're saying. So you want Window-Eyes to skip over the links that you have Artie visited, correct?
