I can't speak to meniscus repair but I tore my ACL playing hockey and
can speak to that. I opted for the patellar replacement and my
recovery time was 6 months. To be fair, I was playing hockey 3-4
nights a week back then and the lateral movements of hockey are far
more demanding on my knee than cycling would have been (I was still 7
years from getting into cycling).
On the bright side, after about a week or so, my physical therapist
had me on a stationary bike. I could barely bend my knee nevermind
think about riding on the road. About 6 weeks after surgery I had
enough strength and flexability to ride without issue but there was
still enough pain that there was no way I'd be doing group rides with
any sort of pace.
The good news is that your lateral meniscus is in need of repair so
you're really only battling pain and not risking further injury by
riding (NOTE: I'm not a doctor, please check with your doctor before
exercising). I still take ibuprofen before every ride and it's been
10 years. The anti-inflamitories prevent post ride pain.
I recommend doing the surgery ASAP, working with your physical
therapist to find your threshholds and listening to your body but push
yourself to get back on your bike as soon as you can stand it.

I did it two weeks ago playing in a mandatory volleyball tournament at
an employee appreciation event. (Very first ball served came right to
me and that's when I hurt it.) I kept thinking if I gave it a few days
it would get better but after almost two weeks with no improvement I
went to the doctor this week. Add on a week of travel and vacation
prior to that and I've already been off the bike 3 weeks total. Not
certain when I will get this done but the sooner the better. Worst
part is that I'm signed up for BSG next weekend.
