Have you tried finishing the hem then levelling the skirt from the top/waist?
When I levelled the 8 yard hem of my houppelande, which is slightly
longer than floor at the front, and trained at the back, I didn't
worry about it being level, except at the seams, as no-one is going
to go round that with a tape measure to check it.
