Perhaps one idea, to better grab each set of users, is to put together
groups of plugins that are targeted at that set.

Some of those groups will want a WYSIWYG editor, others won't, some
will want support for moving objects around in themes (call them
widgets if you must), other won't, some might want plugin debugging
tools, etc.

A set of starter packs, perhaps even including habari itself, with
plugins aimed at those groups could really help to explain why it is
suitable for each group, but also help that group get what they want
more quickly without having to remove stuff they don't want.

The 1-7 list would be a good starting point.
