Funnily because it doesn't have spell checking feature and it doesn't return English for bad words. I don't really have to see & check when I type, for example, I always expect the IME to return solid, predictable results. Returning english for bad words will create *unpredictable results*. So it will be confusing when you want to type mixed English and Vietnamese. Here is an example for you: I want to type "Here is an example for you to see how inconvenient it is" in a long, long Vietnamese paragraph - now for those "intelligent IMEs" I will have to type "Here iss an example for you to seee howw inconvenient it iss" and for "unintelligent IMEs" I will have to type "Herre iss an exxample forr you to seee howw inconvenient it iss." The difference? You will have to "think" ahead while you type every word for intelligent IMEs and watch after each word if it "thinks" that is an English word. The ways you type "here"/"is"/"see"/"inconvenient" are different: "here" for "here" and "inconvenient" for "inconvenient" while "iss" for "is" and "seee" for "see", et cetera. You don't really know exactly when you have to type the word as it is. So it's becoming unpredictable for each word and thus reduce your overall performance.
