as I'm the occasional lurker, not living in vietnam and having
"kitchen/Bia hoi" level of vietnamese. I think that forking the list
isn't a good idea, Ha noi is in Viet Nam, in Viet Nam people speak
vietnamese and so on.

That said,  foreigners will want NOT to miss the occasional offline
meeting so the idea of an announce list is a good idea. The same
foreigner will most certainly skip long threads but may follow the
short technical ones though.

But if they don't speak at all, they won't post and they won't get
help, or will not help, that's not good either.

The compromise where all language can be used on hanoilug permit also
the vietnamese who don't speak much english to have a chance to
interact in english, which is good.

In order to offer more choice without splitting too much I'd rather
choose for a multilingual hanoilug list rather than two more language
:

hanoilug-multilingual@

and subscribe this list to the main one so everybody knows what is
happening on the other list

and don't forget to update the blog more often... real lurker are checking it
